I try to use the same step in websphere portal 7 but nothing change.

The navigation.jsp i modified is in

C:\IBM\WebSphere\PortalServer\theme\wp.theme.modules\webapp\installedApps\ThemeModules.ear\ThemeModules.war\themes\html\dynamicSpots\
